These are driver's meters.
I know it's inside the driver's cabin, I was just asking whether this is a cabin of a Ki-Ha or not?

NO. It is a electric locomotive. Mayby it might be EF30.

Yeah, train simulation games are my obsessions :)
But the last time I played them was two years ago I think....
That's why I do not remember the inside of a KI-HA cabin...
I shall have to check this engine in the game again.
Only if I had more time!!
